I’ve tried over a dozen web portfolio managers. However, most only track total gains for the initial investment and does not have a way to break out how much my gains are for a specific year. Is there a good tool or software out there in the market either for free or for purchase?

This paper traces the vision for reform of the Department of Defense Acquisition System from 1993 through 2003. Using a qualitative document review process, a conceptual picture of overarching themes is presented. The purpose of this paper is to provide an analysis of the change roadmap to assist building empirical research models of the effectiveness of the various initiatives, programs restructurings, and policy mandates that have all contributed to the current climate for change within the DoD and the acquisition community.

The year 2003 marks the end of a decade of concerted effort at transforming the way the government does business. A major focus of that effort has been the transformation of the way the Department of Defense (DoD) acquires new equipment through the Defense Acquisition System. In fact, the beginnings of this journal were steeped in acquisition reform. The topic has been an on-going subject with six or more articles per year dealing with acquisition reform efforts. The inaugural issue in 1994 opened with a piece by then Deputy Under Secretary for Defense (DUSD) Colleen Preston outlining the new initiatives for acquisition reform (Preston, 1994). The pages of the Acquisition Review Quarterly have proven to be a forum for a fertile debate on the merits, means, and misgivings of acquisition reform. This article looks back over the last ten years and traces the path of the vision for that change.

In 1993, the National Performance Review (NPR), released under then Vice President Gore, laid out a vision for change that many have considered the landmark for a new decade of effort to change the way the government does business. This paper attempts to take a conceptual view of what evolved from that NPR mandate into the particular vision for changing the Defense Acquisition System within the DoD (Gore, 1993). What makes this a good time for reflection is the fact that near the end of 2002, the Deputy Secretary of Defense, Paul Wolfowitz issued a memorandum canceling the DoD 5000 series of acquisition policy documents (Wolfowitz, 2002).

Deputy Secretary Wolfowitz judged the latest documents to be "not conducive to an acquisition environment that fosters flexibility, efficiency, creativity, and innovation." This raises the question of what exactly happened to the vision for acquisition reform during the past decade. To answer this question the authors of this paper decided to bring together their respective academic knowledge of organizational change and the practical experience of program management to examine a decade of reform effort.

METHODOLOGY

We conducted a broad review of literature on reform of the DoD to identify key documents that could be considered landmarks or mandates for the acquisition transformation process. We searched government documents available on-line as well as those suggested by talking with people working in the acquisition corps. We also reviewed published articles in the Acquisition Review Quarterly since its inaugural issue in 1994. From a total of several hundred documents collected and examined, we selected seven as dealing broadly with a vision for changing the acquisition system.

In addition to the document search, interviews were conducted with a number of individuals in the Pentagon, the acquisition community, program managers, and industry leaders. The purpose of these interviews was not to collect a sample of data but to clarify the understanding of the documents and the intent of the some of the terms, titles, and statements to avoid misinterpreting the written records. We also used the interviews to confirm that we had selected what people involved in defense acquisition generally consider the landmark documents that have set the direction of change during the decade. Since the overall purpose of the report was very broad we agreed to a complete non-attribution arrangement with all the people interviewed.

We distilled the contents of the seven documents into tables highlighting their key elements for ease of comparison. From the summarized tables and interviews, we traced the evolution of the different aspects of the overall vision for change including the drivers (perceived problems), and the description of the desired end state. From our analysis of key milestone documents we developed a conceptual picture of how the transformation vision has evolved over the decade. Finally, we propose several observations that should be addressed with empiri
...cal methods to help answer important policy questions regarding acquisition reform. We hope this review effort will help spawn research and debate for charting the way towards a new and better acquisition system for the DoD.

THE NATIONAL PERFORMANCE REVIEW--1993

The decade beginning in 1993 certainly was not isolated from the previous decades and prior attempts at reforming the DoD. David Packard had a large influence on the reform movement starting with the Packard Initiatives in 1969 through the Packard Commission and its report, "The Quest for Excellence" delivered in 1986. This era closed with Secretary of Defense, Dick Cheney's "Defense Management: A Report to the President" in 1989. These efforts attempted to deal with ballooning costs, duplicative programs across services, and the authority lines for determining acquisition priorities, budgets, and program evaluations but often also added layers of reporting and bureaucracy. This led Thomas McNaugher to lament
at the end of the 1980s that the defense acquisition system may actually be worse for the reform efforts of that decade (McNaugher, 1990).

Without ignoring the impact of prior efforts, we limit this review to the decade that began on September 7, 1993 when Vice President Al Gore released his landmark report: "Creating a Government that Works Better and Costs Less: The Gore Report on Reinventing Government" as part of the NPR. While the Gore Report primarily focused on government waste and inefficiency, elements of the report impacted efforts at transforming the way the government conducts the business of defending the country as well. While the Gore report only mentioned three things directly related to acquisition reform, the fact that the Office of the Vice President was behind the concepts carried considerable weight. As related to defense, the Gore Report called for a need to 1) simplify procurement, 2) eliminate regulatory burden and 3) rely more on the commercial marketplace.
These goals spoke of a need to change the culture of how the government conducts the business of defense.

The key theme of the NPR was that government was broken and the system needed to be overhauled from the top to the bottom to regain effectiveness. After the release of the NPR, many people in the government bureaucracy faced uncertainty about just how the government would function in the future. Such a broad change mandate coming from such a high level created a sense of imminent change. In response, many departments began to develop change programs including the DoD and its new Secretary, William Perry. The release of the NPR was quickly followed by a document outlining how and why change was needed within the DoD.

A MANDATE FOR CHANGE: THE PERRY MEMO--1994

On February 9, 1994, six days after being confirmed as Secretary of Defense William Perry released a memo titled, "A Mandate for Change" calling for a complete cultural change in how the DoD operates. Budgetary and
efficiency issues remained important guiding principles drawing from the NPR, but the focus shifted from processes to outcomes (capability in the field). The main directives of the Perry Memo were based upon themes in the NPR. First, he called for a cultural change pointing out that the systems themselves were dysfunctional. Second, the outcomes were not effective (primarily too slow). Third, the obstacles to change were mostly internal (bureaucratic inertia). Secretary Perry clarified the essence of the need for change in his memo and created the sense of urgency that required immediate action. It also became clear that the DoD was not exempt from the NPR mandated transformation effort in the Federal Government.

If the NPR showed what was wrong with government, then the Perry Memo demonstrated what was wrong with the DoD and why it had to be changed now. With many examples (following the NPR format), Secretary Perry carefully built an argument to show the failure of existing
systems to deliver effective solutions to the warfighters. In particular he noted the threat of a reduced defense industrial capability in the post-Cold War era. In response to the challenge laid out by Secretary Perry, an office was created to specifically deal with transformation issues and to ensure that change was made in an effective way.

ACQUISITION REFORM UNDER THE DUSD (AR) COLLEEN PRESTON--1995-97

After the Perry Mandate in 1994, a special office of Deputy Under Secretary for Defense (Acquisition Reform) (DUSD[AR]) was established with Colleen Preston the first office holder. Her vision for change was based heavily upon events at the time including the recent passage of the Federal Acquisition Streamlining Act of 1993 (FASA). The formation of the AR office was a strong signal to the acquisition community that change was coming as a result of the Perry Memo. Colleen Preston became a spokesperson writing articles in the Acquisition Review Quarterly (Preston, 1994),
testifying before Congress (Preston, 1995a), and appearing in other DoD publications (Preston, 1995b).

Her mandate was to find ways to address the declining industrial capability while improving system responsiveness and reducing costs again echoing the main drivers of the Perry transformation vision. It thus was a mandate for both increased efficiency and effectiveness while restructuring the industry-government relationship base. This was obviously a daunting task especially given the size and inertia of the defense industry and the acquisition community in general. DUSD(AR) Preston set out to build a specific change vision around the elements of the Perry Memo by importing best practices from the business world.

Three specific initiatives probably best characterize her efforts: the implementation of Process Action Teams (PAT), the adoption of Integrated Product Teams (IPT), and efforts made to capture lessons learned within the DoD and the acquisition change process itself.
All three of these have endured within the broader acquisition community as acceptable methods of operation throughout the decade.

When the new UK Government came into power David Cameron’s stark message to the public sector outlining the extent to which they will need to cut costs will not have been lost on the wider business community. In fact, in all probability, private sector organisations have no doubt become past masters at tightening their belts, and until we start to see tangible evidence that the new coalition’s plans are going to deliver the required results, the belt is likely to remain firmly buckled!

For IT Support departments the need to be seen as a team player when it comes to doing their bit on the cost cutting front presents them with a major dilemma. What impact will reducing their cost base have on their ability to maintain, let alone improve, the quality of service demanded by their customers? 

For today’s forward looking IT managers buzzwords like ROI and TCO are almost part of every day vocabulary but in these difficult times how easy is it to ‘blind’ the budget holder with science as you try to justify your request for the latest time and money saving device? 

Back in 1989 when NetSupport first started producing Desktop Management software the business case was simple. The relatively new concept of being able to ‘remote control’ a PC located in one part of the building, or worse, a totally different building, while sat at the comfort of your own workstation brought instant appeal to the new breed of increasingly overworked helpdesk analysts. Modernisation through the use of computers was great but with this came the distinct possibility that things would break! In those halcyon days it was easy to present a compelling case as to why, with a little upfront investment, you would see a rapid ‘return on your investment’.

Remote Control software enabled you to diagnose and resolve the majority of PC and system related issues without the need for a physical visit to the user. The combined benefits being that you cut out a lot of the wasted travel time and the associated costs, while at the same time the support desk instantly became more productive. 

In the intervening 22 years technology has moved on apace but the underlying issues remain the same. Support teams are still expected to work leaner and smarter, maybe even more so at the moment, but when push comes to shove, if you are finding that the bean counters are using the current economic climate as an excuse to be a little more blinkered to the benefits that can be realised from that bit of initial investment perhaps it’s an ideal time to give them a nudge in the right direction! 

Lets fast forward to today’s internet and gadget driven world, where fuel and utility bills are rocketing and decision makers have to consider the environmental impact of their choices. The modern corporate IT landscape and working practices have certainly changed dramatically and support software has had to evolve with it. 

Remote Control products still aim to provide the same cost and productivity benefits they did in the 80s but it is no longer simply about being able to view a DOS based machine located down the corridor or dashing out to one of your regional offices because someone has asked you what ‘Format C:’ means!

Flick through many of today’s Tech magazines and it quickly becomes clear that Service Management and IT Asset Management are hot topics right now, just how did Service Desks function before ITIL!

I’m probably preaching to the converted here but organisations where, and I’m afraid it’s acronym time again, TCO is high on the agenda will appreciate the relevance of solutions that can effectively help you manage your IT assets or enable helpdesks to react to incidents and problems in a timely fashion.

Ensuring IT assets are properly managed and maintained should be a high priority for any organisation but without the appropriate reporting mechanisms in place how easy is it to identify when a piece of kit is past its sell by date, which machines needs migrating to Windows 7 or if you are about to breach your software licensing agreements.

IT assets can cost far more than necessary through waste and redundancy (direct costs) and overly complex management and maintenance (indirect costs). Asset management software products can help businesses trim operational costs by enabling them to discover, track and monitor the use of corporate assets. Companies can use the tools to record the location, age, condition, value and other details of a wide range of their fixed and portable assets. The information can be invaluable in helping companies maximize asset utilization, eliminate unnecessary purchases and ensure proper tax accountability and depreciation.

The term fixed assets is usually used to describe capital equipment, furniture and technology products such as computers, phones, printers and other office equipment. With an asset tracking system, barcode labels or wireless smart tags are attached to each asset. The labels can contain information on a wide range of asset related descriptors, such as the serial number of that piece of equipment, the location where it is installed, the date it was purchased, cost of the item and when it is due for a technology refresh or update.

Companies that wish to maintain an accurate inventory of their fixed assets them simply use asset tracking barcode scanners to read the information from each asset and to pull the information into a central management system from where it can be analyzed. Many companies conduct such asset inventory checks periodically and sometimes as often as once every year depending on the size of the business. An asset tracking software system can significantly lower the cost and complexity associated with this task, compared to a manual asset check. It can also help them instantly locate any asset that might need to be replaced.

Asset tracking software can also be used to keep a handle on portable assets. These are assets such as construction equipment, shipping containers, specialized packaging materials and other items that a company might own, but is mostly used by partners, distributors and customers. Portable assets can represent a significant capital expenditure for companies but tracking them is often far more difficult because they are rarely onsite. However, the proliferation of low-cost Radio Frequency ID devices (RFID), wireless smart tag technologies and proximity-based asset tags which broadcast the location of a portable asset are giving companies simpler ways to track such assets as well.

Historically the use of asset management technologies has been associated with large enterprises. In fact some of the earliest users of the technology were automobile makers such as General Motors, Ford and Chrysler. Such companies initially started using asset management tools to track their own capital assets but later started applying the technology for the purposes of tracking vehicle parts for quality control and maintenance-related applications as well.

Over the years more companies and organizations, including many small and medium-sized businesses have started using asset tracking technologies. Driving adoption of the technology is the growing availability of relatively inexpensive off-the-shelf asset tracking software tools that require very little integration or customization. The ubiquity of PC technologies, mobile computers, wireless technologies and handheld devices have also made asset tracking tools more mobile and easy to use.

Small and medium businesses as well as organizations in the educational and healthcare sectors can benefit tremendously from the growing availability of easy-to-use, relatively inexpensive asset management systems. Asset management tools can help such companies keep a lid on capital costs at a time when economic pressures are forcing companies of all sizes to be more conservative with their expenditures.

I’m having such a terrible time trying to install Half-Life 2 that I’ve decided never to buy another game that requires Steam.

Does anyone know where a complete list of these games is?

Steam Platform is an advanced digital rights management system, but a terrible retail distribution chain. I spent $20 at Best Buy yesterday to buy a box that I thought had a game, but it’s really just an access code and some software to install the game. The actual game files I have to download, via dial-up, all 8 GB of them. Truly disappointing.
I had figured it was only Valve’s games, but I saw Medieval II and a few others by 3rd party makers on there, so I wasn’t sure if that was simply a distribution channel or a mandatory mechanism.

Ok, I have a client I am working with that wants to ultimately mimic “I-tunes” for their membership site. I am fairly technically inclined but never wrote web apps or software etc.. I have project managed many web sites but this 1 is different. I am looking for insight on how to best do this. The main splash page would be different but once they logged in they’d get the itunes style interface.

1) It would have to be secure from people downloading 3 types of files. They would actually view video as flash (hi/lo), audio as 64 or 32 and be able to download only pdf’s.

2) Would it be something they download (like itunes) or would I make it a web app? I am leaning toward webapp. Why one way or the other?

3) Would the data be stored on mssql type database or?

4) Could/would it be done best in php versus ms.net (true .net)

5) Would it employ a content management system off the shelf?

Any other thoughts would be great. I am searching for some bids later today and insight would be helpful
